Establishment of the National Institute of Labour Studies is the fulfilment of long felt need of Sri Lanka. Although concept was in discussion for almost half a century, finally it was materialized under the concept of "Mahinda Chintana"
Industrial disputes and friction between employers and employees are significant drawbacks for the development process. The government has to protect labour rights and ensure their welfare and at the same time protect industries that are providing employment and paying taxes. Therefore, it is a difficult task to strike a balance employers and employees. Deficiencies in social skills to deal with each other and negative attitudes towards each other are basic causes for weakening of labour relations. There could be many other yet unknown factors contributing to these problems.
The main role of this institute is to implement research and survey projects to understand the problems clearly and to analyze them so as to determine solutions in the form of policy adjustments, capacity building, and dissemination of information.
The National Institute of Labour Studies is now ready with a five year strategic plan to strengthen labour relations as to ensure industrial peace and harmony, to create a decent work environment and to set the background for a productive social dialogue.
The continuous guidance of the Honourable Minister of Labour Relations and Manpower, the Secretary of the Ministry, and the Commissioner General of Labour is very important and I wish to place of record my deep appreciation and gratitude to them and all those who have helped to establish and to activate this institute.
