  Therefore, it is essential to have an institute to facilitate strengthening of Labour relations.

Research, Planning and Publications Department

This Department's role is to organize and implement research activities directly or through outsourcing as to examine, investigate, and analyze prevailing and emerging problems and to make policy recommendations, design capacity building programmes, and to make publications to disseminate research findings for the benefits of employers, employees and policy makers. In addition, this department is expected to plan future activities of the institute.  The strategic plan developed for five years will be considered as a rolling plan so that at the end of every year, revisions would be made and one more year will be added.

The resource centre of the institute will operate as a part of this department, which will collect publications, audio video materials on subjects related to labour issues, store and make available for staff, researchers  Training participants.

Training and Development Department

One core activity of the institute is conducting capacity and awareness building programmes in the form of diploma and certificate courses, short-term training, workshops, seminar etc.  At the end of every year, a prospectus will be issued as the schedule of programmes for the following year.

The faculty will comprise of experts and resources who are highly qualified, experienced and competent in delivering and implementing training programmes. Best practices of similar regional and international institutes are considered as benchmarks.  However, specific projects are formulated on careful examination of gaps of knowledge, skills and attitudes of employers and employees.

Administration & Finance Department

This Department is in charge of all activities pertaining to administration,  Human Resource Management and financial management.  It should ensure optimum utilization of human and financial resources of the Institute.  In addition, it should develop and maintain fruitful relations with national, regional and international organizations and provide guidance to other departments in planning, where necessary.  It should also cater to logistical needs of the organization and maintain all assets properly.  Capacity building of the staff members should also be organized   by this department.
